According to the National Blue Alert System’s website, “The Blue Alert will provide the means to speed the apprehension of violent criminals who kill or seriously injure local, state, or federal law enforcement officers.” This alert can also be used for “an officer who is missing in connection with the officer’s official duties.” A Blue Alert will also be used for “an imminent and credible threat that an individual intends to cause the serious injury or death of a law enforcement officer.”

“Under the Blue Alert Plan, the Florida Department of Law Enforcement, in conjunction with the Florida Department of Highway Safety and Motor Vehicles’ Florida Highway Patrol and the Florida Department of Transportation would immediately broadcast important information about the offender when this information would help avert further harm or assist in the apprehension of the suspect.” The term Blue Alert comes from the Blue Alert network created in Texas on August 18, 2008. This system was based on one created earlier in the year by Florida, which was known as a Law Enforcement Officer Alert or LEO Alert at the time. The blue in Texas’s Blue Alert more than likely comes from the color blue being popularly associated with and worn by American law enforcement.

Over the next several years, various states would enact their own Blue Alert systems through state legislation. Each state developed different criteria for issuing a Blue Alert. In May 2015, Barack Obama would sign the National Blue Alert Act that required the Department of Justice create a nationwide set of recommendations to assist states in their own Blue Alert systems. The New York State Department of Motor Vehicles (DMV) Division of Field Investigation also employ sworn peace officers as State Investigators. All DMV Investigators carry Glock 23 firearms and enforce New York State Penal Law and New York Vehicle and Traffic Law.
