Comparing portion sizes is one key to the popularity of percentages. People find it easier to compare percentages than fractions. So, a lot of people began searching for ways to make it themselves. According to the Centers for Diseases Control and Prevention (CDC), hand sanitizer must comprise at least 60% alcohol to be effective. If you start off with a 99 percent alcohol solution, you can use 2/3rds of it in a mixture. The resulting hand sanitizer will be 66 percent alcohol, well within CDC parameters.
